FundingLocal Governments may be eligible for funds, if they choose to include an electronics management component in their solid waste management plan and completely fill in information requested as part of the annual statutory local government solid waste and materials management report. Distributions of the proceeds of the Electronics Management Fund to local governments will be distributed on a per capita basis among all eligible local governments on or about February 15th of each year. A copy of the entire solid waste management plan, with the electronics management component, must be submitted to DWM by December 31 in order to be eligible for distributions in February of the next year. The amount of funding will depend on: (1) how much revenue is generated annually through manufacturer registrations and (2) how many local governments become eligible for funding. Local governments must establish a separate local budget account for the receipt and expenditure of the funds, which are to be used for the establishment and operation of electronics recycling programs. All local governments also remain eligible for state Community Waste Reduction and Recycling Grants to establish and expand electronics recycling infrastructure. In addition, local government electronics collection programs are strongly encouraged to work with their selected electronics processors to account for televisions separately from other computer equipment and other electronics. Requirements placed on television manufacturers may lead to some cost relief for local collection program if televisions are accounted for separately. For governments already receiving funds, to remain eligible for funding after January 1, 2013, documentation that the contracted recycler is certified as adhering to Responsible Recycling ('R2') practices or adhering to the e-Stewards® Standard for Responsible Recycling and Reuse of Electronic Equipment.
