Coastal Resources CommissionTo Meet Jan. 27 & 28 in Wrightsville Beach

RALEIGH — State coastal policy makers next week will discuss issues such as beach nourishment sand compatibility, effects of the 2004 hurricane season and a general permit for construction of riprap sills.

The N.C. Coastal Resources Commission will meet Thursday and Friday, Jan. 27 and 28 in Wrightsville Beach at the Blockade Runner Beach Resort, 275 Waynick Boulevard. The meeting, which begins at 8:30 a.m. each day, is open to the public.

The following items are on the CRC’s agenda:

  • Science Panel Sediment Criteria Recommendation (9 a.m. Thursday) – Dr. John Fisher of NC State University will present the CRC Science Panel sediment criteria recommendations for beach nourishment projects.
  • Tsunami Cause and Effect(I&S Committee, 3:30 p.m. Thursday) –Coastal Management staffwill provide an overview of tsunami causes and the likelihood that a tsunami could threaten the Atlantic coastline.
  • Pamlico County Land Use Plan Certification(P&SI Committee, 3:30 p.m. Thursday) –The commission will vote on certification of Pamlico County’s proposed Land Use Plan.
  • Carolina Beach 1997 Land Use Plan Amendment(P&SI Committee, 3:30 p.m. Thursday) – Commissioners will vote on a Land use Plan amendment that would raise the height limits for buildings in Carolina Beach and also address parking issues in the downtown area.
  • Public Hearings(5:00 p.m. Thursday) – Two public hearings will be held at 5 p.m. Jan. 27:
    • The first hearing concerns a proposed amendment to the General Permit for the Placement of Riprap Along Estuarine Shoreline (15A NCAC 07H.1100). The proposed amendment would allow riprap to extend a maximum of 10 feet in front of existing bulkheads, while the current rule allows for placement of riprap to a maximum of five feet only.
    • The second hearing is for the CRC’s temporary rule (15A NCAC 07H .2700), which established a General Permit for the construction of riprap sills for the protection of existing, created or restored wetlands. Permits for riprap sills were previously available only through the Major Permit process. The CRC proposes to make this rule permanent.
  • Variance Requests(8:30 a.m. Friday) – The commission will hear several requests for variances from the state’s coastal management rules.
